Located in the northwest of Pukou District and at the northern foot of the Laoshan Mountain, the base is 10km away from downtown Pukou District and 13km away from the Yangtze River, and, adjoining Shanghai-Shaanxi Expressway and Nanjing-Chuzhou Expressway, it is characterized by convenient transportation and high accessibility.

The cultural center is like the living room of the railway culture square, which creates semi-outdoor and outdoor spaces to further exhibit the features of Yongning Town. Fully considering function and management flexibility, it adopts a scattered garden-style layout, and conducts architectural design based on local conventional architectural style under the drive of inheritance. It has also absorbed the architectural design concepts of Europe and Japan about the design of town community cultural services, and combines them with local traditional architectural style.
