The project is located in Qunli New District, Harbin, Heilongjiang. The base lies on the border region of Qunli New District and Daoli District. It will be the core of future development in the new district. Relying on the surrounded superior natural environment, and carrying on the strong influence of the urban culture, the base will form a CBD of the new district, in which cultural environment and natural environment are mutually integrated. By creating distinctively themed and featured city card and image as well as diverse urban skylines, the plan will create diverse urban and community space nodes, thereby improving and advancing the complex urban functions, increasing vitality of the city, and creating a new center of cohesive leisure, business and life.

As for north and central regions, the design enhances the link between the bar street and the commercial street, so that businesses take a circular form along the main streets and the water front, and are connected through a number of landscape nodes. Each junction of the main channels is built into portal-like entrance, with street corner spaces emphatically processed. Inside the circular commercial block, a landscape system is built through boulevard, entrance plaza, and interior garden to create a high-end residential area. By strengthening the planning design of green corridor, life functions are introduced to turn the green corridor truly into a leisure place. And the plan increases enhanced penetration of landscape to open up the landscape corridor to the river view.
