The project is located in a plot of land in the center of Jinghe New City in Xixian New Area, a national new area. Chongwen Manor Town has a total planned area of about 1,500 mu, of which 750 mu is for an ecological park, 500 mu in the west is for residential use, and 250 mu in the east is for commercial and residential use. The design of a waterscape commercial street for Phase I recapitulates and carries on local Jingwei Culture with the hope that the dusty and arid northwest of China will be moisted for the development of commerce. The water street is divided into north section and south section. Water in the north section is hard and shallow, representing the loess hills and gullies west of the Weihe River; the south section has more greening and natural water systems, representing the plains and oases east of the Weihe River. Phase I of the project also includes a holiday inn, an academy, a folk music cultural square and a model ecological wetland.
